Relinquishing Citizenship

  • The relinquishing of citizenship is done based on the person’s written request within limits of the provisions of the law. (The applicant submits a request to relinquish his Afghani citizenship to the embassy or permanent representatives of Afghanistan in the respective country and completes the required documents.)
  • Sending a letter from embassy or representative of Afghanistan in the respective country to the Directorate of Consular affairs – Deputy for Migrant affairs of the Ministry of foreign affairs of Islamic Emirate of Afghanistan.
  • Sending documents from Ministry of foreign affairs of Islamic Emirate of Afghanistan to Directorate of foreign relations of Ministry of justice of Islamic Emirate of Afghanistan, the submitted documents included: are the original request, three filled form of relinquishing of citizenship, a copy of the identity card, non- responsibility form, two original sheets of fingerprints.
  • Documents (copy of the letter of the Ministry of foreign affairs, copy of the applicant’s request, two original sheets of fingerprint, one sheet of original form, copy of identity card, non-responsibility form and if there is a copy of the passport) are sent to the National Statistics Authority and one copy of completed documents to the General Directorate of Customs Revenue of Ministry of Finance and General Directorate of Intelligence of Islamic Emirate of Afghanistan and Ministry of Foreign Affairs of Islamic Emirate of Afghanistan.
  • Reviewing the case comprehensibly is held in the Commission of affairs related to relinquishing and acquiring citizenship (commission under the chairmanship of the Professional Deputy Ministry of Justice of Islamic Emirate of Afghanistan and membership of the representative of the Ministry of Foreign Affairs, representative of the Supreme Court, representative of the General Directorate of Intelligence, representative of the Statistics and Information authority).
  • Sending approvals of the Commission of affairs related to relinquishing and acquiring citizenship to General Directorate of State Administration of Islamic Emirate of Afghanistan and approving in the cabinet meeting of Islamic State of Emirate of Afghanistan.
  •  Acquiring the Prime Minister’s approval;
  • Sending the decree to the Ministry of Justice;
  • Sending letter and copy of the decree to the Directorate of Consular Affairs of Ministry of Foreign Affairs;
  • Sending decree to embassy and permanent representative of Afghanistan to applicant’s respective country;

The process of acquiring citizenship:

  • The applicant request to acquire citizenship from embassy or representative office of Afghanistan or Ministry of foreign affairs of Islamic Emirate of Afghanistan in the respective country in order to acquire Afghanistan citizenship;
  • Completing documents in the embassy and representative office of Afghanistan (filling three sheets of acquiring citizenship form, two original fingerprints of two palm, copy of marriage certificate or copy of all pages of citizenship identity card of one of the Afghan couples, copy of applicant’s passport and its entry visas to Afghanistan, copy of stay documents for more than five consecutive years in Afghanistan, city card of applicant’s respective country and non-criminality document).
  • Sending documents to the Directorate of Foreign Affairs – Ministry of Foreign Affairs.
  • Sending documents via the Directorate of Consular Affairs – Ministry of Foreign Affairs to the Directorate of foreign relation of Ministry of Justice of Islamic Emirate of Afghanistan (responsible for organizing the commission for matters related to relinquishing and acquiring citizenship).
  • The Directorate of foreign relation of Justice Ministry of Islamic Emirate of Afghanistan in order to provide information sends the submitted documents to the National Statistics Authority and General Directorate of Intelligence.  
  • After receiving confirmation of the National Statistics and Information Authority and General Directorate of Intelligence, the case is referred for the purpose of review to the Commission for Affairs related to relinquishing and acquiring citizenship.
  • Sending the approval of the General Directorate of State Administration of Islamic Emirate of Afghanistan.
  • Issuance of the decree of acquiring citizenship by Prime Minister.
  •  Propagation of the decree of the Ministry of Justice to the Ministry of Foreign Affairs, National Statistics Authority, and General Directorate of Intelligence for purpose of necessary action to acquire Afghanistan citizenship.
  • Accordingly the process of applicant’s relinquishing and acquiring Afghani citizenship ends.
  • The Directorate of foreign relation of Ministry of Justice of Islamic Emirate of Afghanistan is responsible to organize the commission for affairs related to relinquishing and acquiring citizenship.
