His Excellency, Sayed Mohammad Hashimi, Deputy Minister of Justice Participated in the Conference of Legal Services of the Member-states and Observer Members of the Shanghai Cooperation Organization

H E Sayed Mohammad Hashimi, the Deputy Minister of Justice of the Islamic Republic of Afghanistan participated in the Conference of Legal Services of the Member states and Observer Members of the Shanghai Cooperation Organization, held in Shanghai, the People’s Republic of China. The Deputy Minister on behalf of Afghanistan spoke on the challenges and achievements of Afghanistan in the area of providing legal service as well as cooperation and legal assistant with the member-states and observer members of the Shanghai Cooperation Organization.

 

In this conference, Mr Zingwa, the Minister of Justice of the People’s Republic of China, stressed on strengthening cooperation and relationship among the members-states and observer members of the Shanghai Cooperation Organization in the legal, commercial and economic arenas. He requested the legal institutions of the countries, active in China, as well as the members-states and the observer members of the Shanghai Cooperation Organization to provide opportunities for the legal institutions of China in their respective countries, for the purpose of achieving common objectives.

In this conference, the Deputy Minister of Justice of the Islamic Republic of Afghanistan pointing out the main challenges that are threatening the member-states and the observer members of the Shanghai Cooperation Organization, said, “Unfortunately, Afghanistan is the victim of international terrorism, human trafficking and narcotic smuggling.”  This ominous phenomenon, he said, was not only a great menace for Afghanistan, but also threatens economic and security interests of the member-states and observer members of this organization.”

He requested the member-states and the observer members of the organization, for the purpose of confidence building and furthering cooperation to combat against these phenomena, to take effective steps including increasing the role of societies in legal, criminal and executive policy making processes. In this conference, the Deputy Minister of the country demanded from the international community, in particular, the member-states and the observer members of the organization to support the just cause of Afghanistan in exterminating terrorism and establish peace and durable stability in Afghanistan, and render their cooperation in establishing joint mechanisms, providing legal services in better manner, combat against terrorism, and efforts to ensure security and stability in the member-states and the observer members of the Shanghai Cooperation Organization.

The Deputy Minister of Justice of Afghanistan, on the side lines of this conference, called on Mr.Zhiamong Zhang, the Deputy of the Directorate General of Lawyers of the People’s Republic of China and discussed on the strengthening mutual cooperation between the Justice Ministries of the both countries in the arenas of legislation, inviting professional personnel of the Ministry of Justice of Afghanistan to participate in workshops and training programs in China, transferring prisoners and extradition of criminals, and other relevant issues.

It should be mentioned that the participants of the Shanghai Cooperation Organization, discussed on promoting joint cooperation within the framework of the Shanghai Cooperation Organization, the importance of legal services and lawyers, raising the working capacity and searching alternative mechanisms of dispute resolutions, attesting and implementing documents, arbitration, providing further facilities in transporting commercial goods among the member-states and the observer members of the Shanghai Cooperation Organization, simplification of customs processes and timely issuance of visas, combat against terrorism, extremism,  securing peace and security and other important issues relevant in the relevant countries.

Also, the participants stressed on introducing reforms in the justice and judicial system, having same view point with regard to development, free legal assistance, reducing beurocracy, computerizing government services in the justice and judicial institutions, strengthening private sector and mediation, and solving relevant dispute of the member-states and observer members of the Shanghai Cooperation Organization.

At the end of the conference, the Deputy Minister of the country along with other participants visited the Forensic Academy of the Shanghai city as well as the Albright Legal Institution.
