Speech of H.E. Minister of Justice of Islamic Republic of Afghanistan In Fourteenth United Nations Congress on Crime Prevention, Criminal Justice & Rule of Law

H.E. the Chairperson of the Congress, the Executive Secretary, Heads of States, Ministers, UN Member States, Members of UN Commissions, Intergovernmental Organizations, Diplomats, Media, Ladies and Gentlemen;
Good afternoon to everyone!
At the outset, allow me to express on behalf of the Islamic Republic of Afghanistan, our sincere gratitude and appreciation to the organizers of this splendid gathering, particularly the United Nations and the Ministry of Justice of Japan for extending invitation to us and for organizing this great event.
You are well cognizant that Afghanistan however is encountering with the several challenges to combat terrorism and trafficking, has made tremendous efforts to codify criminal laws, observe the international conventions and to strengthen international cooperation to ensure criminal justice and preserve the human rights values.
As per the commitment of Afghanistan to the international community, concrete steps have been taken in different arenas such as codifying the Penal Code, Law on Combat against Administrative Corruption, Law on Elimination of Violence against Women, Law on Combat against Human and Migrants Trafficking, Law on Combat against Financing of Terrorism and the Law on Combat against Money Laundering.
Likewise, the great achievements of Afghanistan to combat corruption and crimes have been the establishment of Anti-Corruption Justice Center, High Commission to Combat Human and Migrants Trafficking and the Commission to Combat Administrative Corruption.
Ladies and Gentlemen!
You are well aware that Afghanistan has been the biggest victim of terrorism, and the efforts of countries alone does not suffice to combat this phenomenon, but seriously requires joint global cooperation.
Allow me to seek your kind attention to the very important fact that Peace in Afghanistan will undeniably guarantee peace not only in Afghanistan but also in the region and in the world. Considering this, the people of Afghanistan, expects that the International Community assist this country in a responsible manner to combat crimes and extremism so that everlasting peace is ensured and the values and achievements of the last two decades are preserved.
Afghanistan, besides conceiving itself obliged to the International Conventions, anticipates that the international community would provide required coordination by means of developing practical policies and strategies to combat all forms of crimes, where we all would live a life of prosperity and stability; and in this regard, Afghanistan is in dire need for Capacity building and technical assistance.
Last but not least, I would like to extend my sincere appreciation to the host country and organizers of this congress.
Looking forward that the outcomes of this congress would help us prevent crimes and strengthen the rule of law.
