The Financial and administrative directorate is one of the central directorates of the Ministry of Justice of Islamic Emirate which was established as a key part of the organizational structure of this ministry in 1341.

The financial and administrative directorate has five sub-directorates and one administrative management in the following order:
The financial and accounting sub-directorate
In its formation, this administration has a general budget management position, a general salary management position, an education/revenue management position, a remittance management position, a bookkeeping management position, a central and provincial allocation management position, a development budget management position, a position of payment officer, one position of remittance officer, one position of central allocation officer, one position of provincial allocation officer, one position of education/revenue officer, one position of accounting officer and three positions of treasurer (educational treasurer, salary treasurer, consumption treasurer.
Preparation and Procurement sub-directorate
Initially, the sub-directorate of preparation and procurement was operating under the title of (preparation and procurement sub-directorate) in the organizational structure of financial and administrative directorate. Owing to the necessity, it was upgraded to the Preparation and Procurement Directorate in 1392 and then, this directorate was converted to the Independent Sub-directorate of Procurement within the organizational structure of this ministry in 1397. Now, in the 1401 organizational structure of Ministry of Justice, this sub-directorate is operating within the formation of financial and administrative affairs directorate and consists of two sub-divisions namely as ( general management of contracts facilitation and planning and general management of procurement). The preparation and procurement sub-directorate has one contracts facilitation management position, one planning management position, one goods procurement management position, one position for constructional procurement management, one position for non- consultative procurement management and finally one position for consultative procurement management.
Services sub-directorate
In its organizational composition, this administration has a general transportation management, four management positions (maintenance and care management, club management, remittance and oil consumption management, technical management), seven officers positions (club officer, maintenance and care officer) in the post of registration and registrar of clients, transport organization officer. Transfer agent and oil consumption, technical agent (two positions of cook and apprentice cook, 6 positions of skilled workers, 25 positions of drivers and 19 positions of service workers.
The information technology services cohesion sub-directorate
In its formation, this sub-directorate has four specialist positions (service and network integration specialist, office machinery and information technology specialist, troubleshooting and repair specialist, software systems evaluation specialist), one software engineer position, one network maintenance and care officer position, and one position for documents and communications.
Goods computation sub-directorate
This sub-directorate was called as the goods computation sub-directorate in 1399 S.Y organizational construction, but at the moment its name has been changed to goods computation sub-directorate in 1401 S.Y organizational construction it consists of two general management posts (the general management of stockroom, and general management of goods computation), 5 management posts (estate management, store house database management, goods computation management and two post of store house management), 3 posts of stockroom keeper ((lubricants keeper, stationary keeper, building keeper) and 2 posts stockroom keepers subordinates ( stationary keeper subordinate, lubricants and damage repair subordinate).
Administrative management: this management consists of one management post and two posts for officers.
The basic and major goals of administrative and financial affairs directorate:
- Providing efficient and transparent administrative, financial, logistic services and informative technology facilities to whole staff and clients of the ministry.
- Upgrading procurement capacity level and taking capacity of national procurements administration.
- Promoting the modern and systemic culture of procurements instead of old and demolished procurements in the ministry of justice.
- Establishing the efficient database for contract management.
- Promoting and extending the capacity of procurement sub-directorate staff.
- Raising the access to the procurement information.
Main and major duties of the financial and administrative directorate:
- Implementation of budget allocations to the central and provincial offices.
- Collecting the revenue of the ministry and depositing them to the government general revenue account.
- Preparing and organizing the normal and development budget of the ministry.
- Preparing and organizing the statistical plans of the ministry
- Providing transportation services to the staffs.
- Maintaining the properties of the ministry of justice.
- Providing informative technology facilities.
- Providing and procuring construction affairs goods, consultative and non-consultative services.
- Providing the facilities in procurements and contract processes.
- Purchasing the essential goods to the administrations.
- Providing of Procurements consultants to relevant officials to facilitate the procurements processes.
- Contract management and paying in a timely manner.
- Processing the procurement documents.
- Participating in financial and procurement meetings.
