Afghanistan and Kazakhstan to Increase Mutual Cooperation to Combat Admin Corruption

H.E Dr. Abdul Baseer Anwar- Minister of Justice of Afghanistan, visited in his office, Mr. Bitinkoove Alzhas Abaiyouli- Deputy Head of Kazakhstan Authority to Combat Admin Corruption, Aleem Khan Angarowich Yisin Gildeeve- Ambassador of Kazakhstan to Afghanistan and their accompanied delegation on Saturday December 14th 2019 and exchanged views and experiences on strengthening mutual cooperation between two nations to combat admin corruption. 

The Minister of Justice appreciated the presence of Kazakhstan delegation and expressed that Afghanistan has, in the past joined and approved (by the parliament) the International Convention on Combat against Administrative Corruption. He further explained the legislative documents of Afghanistan in the area of combat against admin corruption and said that the government is firmly resolved to uproot this evil.

The Minister of Justice further explained that the law on combat against admin corruption, the law on protecting admin corruption whistleblowers, the penal code, the law on declaration and registration of assets of public officials, the law on preventing money laundering and the national strategy to combat admin corruption are a few instruments prepared and finalized by Afghanistan in observance of the international convention to combat against admin corruption.

The Minister of Justice highlighted insecurity and terrorism as backbones of admin corruption in the country, however combated strictly by the government of Afghanistan. He pinpointed the reforms within the legislations, resources and structures of the state cases, Huqoq, mobilization and registration of political parties, social organizations, property dealers, legal aid and juvenile rehabilitation centers departments of this ministry as a part of actions adopted to combat admin corruption. He also expressed interest to avail the experiences of other countries to better combat admin corruption. 

Mr. Alzhas Abaiyouli- the First Deputy Head of Kazakhstan Authority to Combat Admin Corruption, underscored important the regional security and stability to combat against admin corruption and assured to make any cooperation to combat admin corruption in Afghanistan. He also explained the laws and agendas of their country and said that the Republic of Kazakhstan has integrated its activities to combat against corruption by establishing in this year, the authority to combat against admin corruption.

Mr. Alzhas Abaiyouli, besides expressing appreciation to the meeting held with H.E minister of justice of Afghanistan, submitted the relevant documents, on the basis of which the Republic of Kazakhstan combats admin corruption, and asked H.E minister of justice to share his suggestions and viewpoints therein. Likewise, the minister of justice of Afghanistan welcomed the coordination and views exchanged by the delegation of Kazakhstan and said they will also share legislative documents and relevant instruments with Kazakhstan side.
