Overview of Priority Reform & Restructuring



Decree 33 of the Transitional Islamic State of Afghanistan created the Priority Reform and Restructuring (“PRR”) program, the purpose of which is to create government ministries and agencies that are efficient and that provide sound government services to the public, as well as to reform the civil service pay and grading system. Each cabinet ministry was invited to submit proposals to the Independent Administrative Reform and Civil Service Commission (the "IARCSC") on how it planned to restructure its organization and reform its operations in accordance with IARCSC guidelines. If the Ministerial Advisory Committee on Administrative Reform ("MAC") accepts a ministry’s PRR proposal, and the ministry commits itself to reform, its employees will be eligible for significant salary increases (up to ten times their current salary) and increased training. Under the program, each civil service job will have a specified job description, and each position is designed to go to the best qualified candidate. The PRR process only includes formal staff of the MOJ, not those hired on a contract basis.
