Dr. Mohammad Qaasem Hashemzai, Professional Deputy Minister to Ministry of Justice


Dr. Mohammad Qaasem Hashemzai was born in Kabul City where he completed his primary and secondary education. In 1338 (1959), he was accepted to the Law Faculty of Kabul University.
Dr. Hashemzai’s Higher Education and Scientific Degrees are as follows:

  • Bachelor of Diplomacy,  Faculty of Law and Political Sciences, Kabul University, Kabul(1960 – 1963)
  • Followed United Nations Fellowship under the title of “Judicial and Justice Structures in regard to Human Rights Support” in Yugoslavia, Egypt and Sri-Lanka ( 1965)
  • Completed Fellowship of the Asia Foundation on Public Administrations in Dallas University, Texas, USA( 1965)
  • Awarded a scholarship from Cabel College, Oxford University, England, resulting in a post-graduate Diploma in Government and its development (1965 – 1966)
  • Completed scholarship at Cabel College, Oxford University, England earning his Diploma. Wrote a thesis entitled “Criminal Procedures” (1966 – 1967)
  • Awarded a scholarship at Cabel College, Oxford University, England and earned his M. Litt Degree which is equivalent to Doctorate degree approved by Oxford University.  Wrote a thesis  entitled “Judicial Behavior and Judicial Reports” (1969 – 1971)
  • Studied for PhD in Sheffield University, England ( the title of the thesis was “Property Crimes”) ( 1977 – 1981)
  • Followed Civil Service Leadership Development Program in Berlin (2006)

Mr. Hashimzai, who spent more than 20 years in England, came back to Afghanistan on March 20, 2002 after the Taliban Regime was overthrown. First, he was appointed as Advisor to the Minister of Justice, Afghanistan Interim Government.  Next,  he was appointed as chairman of the Secretariat of Independent Commission for Judicial and Justice Reforms which was establish under the Bonn Agreement. In this capacity, he played an instrumental role in developing as well as implementing this institution. He also arranged the work programs for expatriate advisors in Judicial and Justice areas.  He was also a lecturer to senior students of Judicial courses. At the request of the President, the Professional Deputy Minister of Ministry of Justice has carried out investigations on some criminal and civil cases as the head of the appointed board as well. In addition, he has had a direct role in compiling the Judicial and Justice Strategy called “Justice to All”, the Afghanistan National Development Strategy and Ministry of Justice’s Strategy “Law and Justice”.  He also played and instrumental role in implementing these documents.
Dr. Hashimzai is also the chairman of Citizenship Affairs Commission, a member of the Red Cross leadership board and the Head of “National Legal Training Center” board.

  • Participated in Investment Boards Senior Commissions meetings
  • Participated in official meetings outside Afghanistan and given speeches in International Legal Conferences.
  • Participated in a Legislative Drafting Workshop on Anti-money Laundering Measures in Berlin
  • Provided legal advice  to the Interim Government of Afghanistan
  • Carried out investigations into important issues at the request of the President of the Islamic Republic of Afghanistan
  • Worked as the head of Afghan Monitoring Desk and Asia Foundation Desk in BBC World Service in England
  •  Worked as the Deputy to Research and Studies Department of the Supreme Court ( 1973 – 1977)
  • Judge and Acting Head of Special Court for employees (1965 – 1966)
  • General Director of Registration of Commercial Documents (1964 – 1965)
